  lang/rust: use wrapper scripts for bundled LLVM compiler paths in config.toml

Replace direct paths to bundled clang binaries with thin shell wrappers
in wasm-bin/ to avoid issues with the _RUST_TARGET-containing path being
embedded literally in config.toml.
