  devel/genht: fix build on MidnightBSD and STAGEDIR doubling

- Extend -Wno-error=incompatible-function-pointer-types flag to
  MidnightBSD; mainsi.c passes char* function pointers where const
  char* is expected and Clang treats this as an error by default.
- Fix post-install-EXAMPLES-on: remove redundant ${STAGEDIR} prefix
  since ${EXAMPLESDIR} already expands to the staged path during fake.

  devel/isl: remove stale patch-configure

The patch prevented configure from hardcoding CFLAGS=-O3, but it no
longer applies to isl 0.27's regenerated configure script. The fix is
unnecessary: mports exports CFLAGS to configure so ac_cv_env_CFLAGS_set
is set and the else-branch is not reached; additionally the default
OPTIMIZED_CFLAGS option already adds -O3 via the ports framework.

## Summary
- add missing USES=cpe entries where the matching FreeBSD port has CPE
support
- copy FreeBSD CPE_VENDOR values where mports was missing or only had
the default effective vendor
- leave slave ports alone when they already inherit CPE metadata from
their master port

## Validation
- compared tracked mports origins against matching /usr/ports origins
- verified 64 changed ports with bmake -V PORTNAME -V USES -V CPE_VENDOR
- verified direct-text remaining cases, mail/bogofilter and
textproc/opensearch216, already have effective CPE metadata via bmake
- git diff --cached --check passed before commit
- portlint -C was run across changed ports; it reports existing
unrelated portlint issues in several older ports
