  japanese/mozc-server: fix -j option not recognized on MidnightBSD

IsLinux() in build_tools/util.py returned False for MidnightBSD, so the -j
(jobs) option was not registered with the build_mozc.py parser, causing build
failure when MAKE_JOBS passed -j24.
