  multimedia/gstreamer1-plugins: remove misplaced SCTP patch

The SCTP usrsctp meson patch belongs to gstreamer1-plugins-bad. The base plugins distfile does not contain ext/sctp/usrsctp, so applying the duplicate patch there breaks the patch phase.
