  textproc/libxml2-python: add doxygen build dep and pre-build step

libxml2 2.12+ generates Python stubs via generator.py which reads
Doxygen XML from doc/xml/. Add textproc/doxygen as a build dep and
run doxygen before the Python distutils build to produce the required
doc/xml/ directory.
