  net-mgmt/tcpreplay: fix bundled queue guard

Move the local _SYS_QUEUE_H_ guard close to the end of the bundled queue.h so CIRCLEQ_REPLACE remains inside its macro body.

This fixes the run 641 build failure where the premature #endif left a CIRCLEQ assignment at file scope.
