  misc/dotenv-linter: fix Cargo install path

Magus run 641 failed in fake because do-install looked for the binary under WRKDIR/target/release and added FAKE_DESTDIR to an already fake-adjusted PREFIX. Install from the target-specific Cargo release directory and use PREFIX for the staged destination.
