  magus: export LANG/LC_ALL=C.UTF-8 for port builds

The Magus worker daemon never goes through login(1) class setup, so
it doesn't inherit login.conf's default lang=C.UTF-8 and port builds
ran under the bare C locale. This broke bsdtar/libarchive UTF-8
filename handling when extracting zip distfiles containing non-ASCII
names (e.g. cad/lib3mf), causing "Pathname cannot be converted from
UTF-8 to current locale" extraction failures.
