  devel/rust-bindgen-cli: update to 0.72.1

Sync with FreeBSD. bindgen >=0.71 emits 'unsafe extern' blocks, required
by rust 1.94 (edition 2024) when generating FFI bindings; the previous
0.69.1 emitted bare 'extern "C"' which newer rustc rejects. Needed to
build www/ungoogled-chromium and other rust-bindgen consumers.

  multimedia/openh264: update to 2.6.0

Sync with FreeBSD. Adds PSNR reporting fields (bPsnrY, rPsnr, ...) to the
encoder API used by www/ungoogled-chromium 149's bundled webrtc
h264_encoder_impl.cc. Shared library SONAME bumps from libopenh264.so.6
to libopenh264.so.8; dependent ports will need a PORTREVISION bump and
rebuild against the new library.
