  devel/esbuild: update 0.27.1 -> 0.28.1

Needed by the upcoming devel/electron41, which pins ESBUILD_VER=0.28.1 and
expects the installed esbuild to match ("keep in sync with devel/esbuild").

devel/electron40 still pins ESBUILD_VER=0.27.1 and is now out of sync; that is
addressed separately. www/chromium, www/ungoogled-chromium and devel/electron39
only build-depend on the binary and pin no version.
