  mail/py-postfix-mta-sts-resolver: update to 1.5.1

Sync with upstream 1.5.1 and switch USE_PYTHON from distutils to
pep517.

The pep517 branch of Mk/extensions/python.mk does not auto-inject
setuptools the way the distutils branch does, so ${PY_SETUPTOOLS} is
added to BUILD_DEPENDS explicitly.  Upstream still declares
setuptools.build_meta, so this is a framework modernization rather
than an upstream backend change.

Runtime dependencies are unchanged between 1.4.0 and 1.5.1.  autoplist
absorbs the egg-info to dist-info metadata change with no manual edit.

Built, staged and packaged on amd64 against python 3.12.
