  mail/sympa: update to 6.2.76

Sync with upstream 6.2.76.

Add the p5-Unicode-UTF8 run dependency introduced upstream.  It is not
optional: src/cgi/wwsympa.fcgi.in calls Unicode::UTF8::valid_utf8()
unguarded behind a short-circuiting "or" in the request-parameter
loop, and FASTCGI is on by default, so the web UI would die on any
parameter without the UTF-8 flag.  Requires converters/p5-Unicode-UTF8.

Add patch-issue1966 for the perl 5.40 Getopt::Long warnings.

Sync files/apache.sample.in (apache2 -> apache24, /sympa-static ->
/static-sympa), files/fcgi.sample.in (which also fixes an inherited
shell syntax error, a missing "=" in the spawn_fcgi_groupname
assignment), files/pkg-message.in (sympa_wizard.pl is gone upstream;
edit sympa.conf instead) and pkg-plist.  Each of these was byte
identical to FreeBSD at the pre-6.2.76 fork point, so there was no
MidnightBSD delta to preserve in them.

configure.ac needs no patch here: the gettext 0.26 macro-version
breakage does not apply to gettext 0.23.1, and autoreconf passes
without it.

Built, staged and packaged on amd64.  The default MYSQL option cannot
currently be built on this host because mysql80-client fails its
mport preconditions, so SQLITE was substituted; pkg-plist contains no
database-option markers, so the same packing list is validated either
way.
