  mail/rubygem-gitlab-mail_room: update to 1.1.0

Tighten RUN_DEPENDS bounds to match the new gemspec.

Unlike FreeBSD, this does not depend on a rubygem-net-imap-gitlab
port.  That port is only the net-imap gem at 0.6.4.1 with a -gitlab
suffix, providing a co-installable slot; the gemspec constraint is
net-imap >= 0.5, < 0.7, which mports' mail/rubygem-net-imap at 0.5.15
satisfies directly.

Built and packaged on amd64.
