  mail/msmtp: update to 1.8.33 (#717)

Update `mail/msmtp` from 1.8.15 to 1.8.33.

**New patch required.** mports had no `files/` directory at all. 1.8.33
needs `#include <stdbool.h>` in `src/base64.h`;
`files/patch-src_base64.h` is taken from FreeBSD and applies cleanly.

**pkg-plist** synced to FreeBSD's — adds `es ka ro ru sv zh_CN` locales
and moves man entries to the end. Verified against staging.

**Dependencies unchanged**; all verified present in the tree and
installed (`libgnutls.so.30`, `makeinfo`, `msgfmt`, `bash`,
`ca-root-nss.crt`). Nothing was built or installed to satisfy them.

## MidnightBSD delta preserved

`MAINTAINER`, `LICENSE= gpl3`, the `CERTSFILE` + `security/ca_root_nss`
run dependency, the `post-extract` REINPLACE of the CA path in
`doc/msmtp.1`, `.include <bsd.mport.options.mk>`, and the plain
`post-install:` with bare `${PREFIX}`/`${DOCSDIR}` — FreeBSD's
`post-install-MSMTPQ-on:` + `${STAGEDIR}` form would be wrong here,
since mports prepends `FAKE_DESTDIR` to plain targets but not to
`-OPTION-on` suffixed ones.

**The CA delta is still live, not dead code:** after extract+patch,
`work/msmtp-1.8.33/doc/msmtp.1:783` reads `#tls_trust_file
/usr/local/share/certs/ca-root-nss.crt`, so the REINPLACE still matches
in 1.8.33.

Not adopted: `PATCH_SITES` (vestigial — no `PATCHFILES` exists in
FreeBSD's Makefile either), `shebangfix`, `TEST_DEPENDS`/`TEST_TARGET`,
`GNU_CONFIGURE_MANPREFIX` (unnecessary; staging already lands man pages
at `share/man/man1`).

**Verification:** makesum/patch/build/fake/package all OK →
`msmtp-1.8.33.mport`. distinfo matches FreeBSD. LICENSE unchanged (still
GPLv3). amd64 only.

## Adjacent, not fixed

`share/doc/msmtp/README.msmtpq` is staged but in neither tree's
pkg-plist. It *is* in the built package (`tar tf` confirms), so
`MSMTPQ_PORTDOCS` works. No action needed.
