  lang/php84: teach the installed libtool.m4 about MidnightBSD

libtool only lists freebsd* and dragonfly* as hosts that can build shared
libraries.  On MidnightBSD host_os is midnightbsd4, so the libtool that phpize
generates for every extension sets build_libtool_libs=no.  The link step then
silently produces a .la with no .so behind it and still exits 0, and the port
fails later in fake:

  libtool: func_fatal_configuration: not found
  install: .../modules/opencc.so: No such file or directory

lang/php82 and lang/php83 already rewrite dragonfly to midnightbsd in the
installed build/libtool.m4; carry the same fix forward.  Verified by patching
the installed libtool.m4 by hand and rebuilding chinese/php-opencc, which then
produces opencc.so and packages.

  security/pecl-mcrypt: fix the build against PHP 8.4 and later

1.0.7 still includes ext/standard/php_rand.h, which PHP 8.4 removed:

  mcrypt.c:41:10: fatal error: 'ext/standard/php_rand.h' file not found

Import FreeBSD's patch, which selects ext/random/php_random.h from 8.4 on.
The hunk is guarded by PHP_VERSION_ID >= 80400, so php82 and php83 are
unaffected.
