  devel/py-rfc8785: new port (#824)

New port: a pure-Python implementation of RFC 8785, the JSON
Canonicalization Scheme.

Needed by ai/py-mistral-vibe 2.24.5 and later, which added rfc8785 as a
runtime dependency.

Pure Python, no runtime dependencies, flit_core build backend.

Validated on MidnightBSD 4.0.6/amd64: makesum, patch, build, fake,
package, portlint.
