  ai/pytorch: update to 2.13.0

Update pytorch from 2.4.1 to 2.13.0, ten releases forward, and resync the
patch set against the FreeBSD port at the same version.

Patches dropped, no longer needed:
- patch-third__party_fbgemm_..._asmjit_core_virtmem.cpp: the vendored asmjit
  path no longer exists in 2.13.0.
- patch-third__party_kineto_libkineto_CMakeLists.txt: upstream kineto now
  tests for fmt::fmt-header-only itself.
- The old kineto SYS_gettid hunk: upstream now has a __FreeBSD__ branch using
  SYS_thr_self, and MidnightBSD defines __FreeBSD__ (as 13), so it is used.

Patches adopted from the FreeBSD port:
- patch-third__party_kineto_libkineto_src_Logger.cpp
- patch-tools_wrap__headers.py
- patch-torch_lib_libshm_manager.cpp
plus refreshed versions of the shared ones.

MidnightBSD-specific patches. CMAKE_SYSTEM_NAME is "MidnightBSD", so every
upstream `MATCHES "FreeBSD"` cmake test is false here even though it is true
on FreeBSD:
- patch-third__party_cpuinfo_CMakeLists.txt now adds MidnightBSD to the six
  OS tests rather than lowercasing the AMD64 regexes as before; upstream
  normalizes FreeBSD's lowercase amd64 itself now. Without this cpuinfo
  builds with no platform init, no topology source and no thread linkage,
  and cpuinfo_initialize() always fails at runtime while the port still
  builds. Confirmed fixed: the build now compiles with
  -DCPUINFO_SUPPORTED_PLATFORM=1.
- patch-third__party_tensorpipe_third__party_libuv_CMakeLists.txt adds
  MidnightBSD to libuv's BSD source lists. This is not exercised by the
  default build because USE_DISTRIBUTED defaults off on every non-Linux,
  non-Windows platform, but it is the prerequisite for enabling it: gloo's
  tcp transport is Linux-only (it uses epoll(2), and gloo gates it on
  CMAKE_SYSTEM_NAME STREQUAL "Linux"), so the only usable transport here is
  gloo's libuv one, the same path pytorch selects on macOS.

Makefile changes follow the FreeBSD port: USES gains cmake:noninja and gmake
(so the USE_NINJA make env and the gmake BUILD_DEPENDS go away), py-packaging
is added to BUILD_DEPENDS, libfmt to LIB_DEPENDS, and BUILD_TEST and
BUILD_AOT_INDUCTOR_TEST are turned off. post-install additionally removes the
build artifacts staged under an absolute WRKDIR path.

pkg-plist is replaced wholesale. The staged tree was diffed against the
FreeBSD 2.13.0 plist and matches exactly, 9344 entries, with no missing or
extra files apart from the share/licenses entries the mports framework adds
on its own.

Requires devel/cmake-core with the MidnightBSD linker platform modules,
without which configure fails on the WHOLE_ARCHIVE link feature, and
devel/libfmt 12.x, since 2.13.0 vendors fmt 12.1.0 and will not build against
fmt 9.

Built, staged and packaged on MidnightBSD 4.2 amd64:
Created /usr/mports/Packages/amd64/All/pytorch-2.13.0.mport
