  accessibility/accerciser: update to 3.48.0 (#897)

Updates Accerciser to 3.48.0 from the FreeBSD ports reference.

Validation: makesum, patch, clean package, upstream tests (2/2),
check-license, portlint -C, and git diff --check.

Update the Accerciser accessibility port to version 3.48.0 with current
build and runtime dependencies.

Enhancements:
- Update the Accerciser port to the 3.48.0 release and align its
metadata, dependencies, and packaging with the current GNOME build
system.

Build:
- Migrate the port from Autotools to Meson and update Python,
desktop-file, gettext, and packaging integration.
