  Update orca to 47.5 (#905)

Updates accessibility/orca from 43.1_5 to 47.5.

Migrates to Meson, refreshes dependencies and plist, and retains LGPL
2.1 per upstream COPYING.

Validation:
- bmake -DNO_DEPENDS clean package
- bmake -DNO_DEPENDS test (no tests defined)
- bmake check-license
- portlint -C . (0 fatals; 3 style warnings)
- git diff --check

Host caveat: a normal dependency build is blocked locally because
installed py311-speech-dispatcher owns spd-conf, preventing
py312-speech-dispatcher from installing. The port declares the py312
dependency; a clean dependency environment is required for a full local
build.

## Summary by Sourcery

Update the Orca accessibility screen reader port to the 47.5 release and
align it with the upstream build and dependency changes.

Enhancements:
- Update Orca to version 47.5 with refreshed GNOME metadata,
dependencies, and package contents.
- Migrate the port to Meson and add optional Spiel speech synthesis
support.

Build:
- Refresh the port build configuration for the Meson-based release and
updated Python dependencies.
