  accessibility/at-spi2-core: update to 2.60.4 (#915)

Updates at-spi2-core to 2.60.4.\n\nThe upstream COPYING remains
LGPL-2.1-or-later; the existing lgpl2.1+ declaration is
retained.\n\nValidation:\n- bmake makesum\n- bmake patch\n- bmake
build\n- bmake fake\n- bmake clean package\n- bmake test (skipped via
existing NO_TEST)\n- bmake check-license\n- portlint -C . (0 fatals;
existing desktop/NLS warnings)\n- git diff --check\n\nI also ran the
upstream Meson test suite before retaining NO_TEST. It fails 4/9 tests
because the MidnightBSD tree lacks FreeBSD's dbus-testing harness: each
failure cannot initialize the AT-SPI accessibility bus; wrapping it in
dbus-run-session does not resolve that.
