  devel/py-lxml: update to 6.1.3 (#1065)

Updates lxml to 6.1.3.

- Removes the obsolete PORTREVISION.
- Requires upstream’s Cython 3.2.9–3.2.x build range.
- Adds the cssselect test dependency and upstream test target.
- Sets the test-only library path so ctypes resolves the mport libxml2.
- Retains BSD 3-Clause licensing and MidnightBSD fake-install handling.

- bmake fake
- bmake package
- bmake test (2019/2019 passed; optional lxml_html_clean group skipped
upstream)
- bmake check-license
- bmake clean
- portlint -C (0 fatals; standard MPORT_MAINTAINER_MODE warning)
