  x11/libxkbcommon: update to 1.13.2 (#1106)

Updates libxkbcommon from 1.8.1 to 1.13.2.

- Removes the upstreamed version-script probe patch and stale
PORTREVISION.
- Adds the newly staged CLI helpers and conditional plist handling.
- Keeps SONAME `.so.0`; no dependent PORTREVISION bumps are needed.
- Retains the existing NO_TEST policy: direct Meson testing is 27/28,
with only the upstream compose-locale test failing to resolve
`xx_YY.UTF-8` on MidnightBSD.
- Omits `HAS_SYMBOL_VERSION`: Meson's project version-script probe fails
with LLD/crt visibility diagnostics; tracked separately in #1105.

Validated: `bmake makesum`, `bmake patch`, `bmake`, `bmake fake`, `bmake
package`, `bmake test`, `bmake check-license`, all-options-off
package/check-license/test, `portlint -C`, and `git diff --check`.

## Summary by Sourcery

Update the libxkbcommon port to the 1.13.2 release and align its
packaging with the expanded upstream contents.

New Features:
- Add staged command-line helpers from libxkbcommon 1.13.2 with
option-aware package-list handling.

Enhancements:
- Update libxkbcommon to version 1.13.2 while preserving the existing
shared-library SONAME and test policy.
- Remove the obsolete version-script probe patch and stale port revision
metadata.
