  cad/gerbv: update to 2.13.0 (#1117)

Updates Gerbv from 2.10.0 to 2.13.0 and migrates the port from autotools
to CMake.

Preserves MidnightBSD fake-install handling, adds the required
icon-cache dependency/hooks, and keeps DOCS/EXAMPLES functional by
suppressing upstream's unconditional example documentation install when
DOCS is disabled.

Validation: `bmake makesum`, `bmake patch`, default and
`OPTIONS_UNSET='DOCS EXAMPLES'` clean package builds, `bmake test`,
`bmake check-license`, `portlint -C`, and `git diff --check`.

Update the Gerbv CAD port to 2.13.0 with CMake-based builds and
maintained packaging options.

Enhancements:
- Update Gerbv to version 2.13.0 and migrate the port to the upstream
CMake build system.
- Preserve DOCS and EXAMPLES option behavior while integrating
icon-cache handling and MidnightBSD installation support.

Build:
- Adapt the port configuration and packaging metadata to the new Gerbv
