  x11-toolkits/rubygem-gdk4: update to 4.3.7 (#1159)

Updates Ruby/GDK4 to 4.3.7 and resets PORTREVISION to 0. Adds rake as a
runtime dependency because the 4.3.7 gemspec declares it.

Validation:
- bmake makesum, patch, check-license
- staged Ruby 3.3 dependency chain with -DNO_DEPENDS; bmake package
- bmake test (target exits successfully; this port defines no test
commands)
- git diff --check

portlint -C reports only the generated untracked .mport and work/
artifacts as fatals; artifacts were retained.

## Summary by Sourcery

Update the Ruby/GDK4 port to 4.3.7 with the required dependency
metadata.

Enhancements:
- Update the Ruby/GDK4 port to version 4.3.7 and align its runtime
dependencies with the updated gemspec.

Chores:
