  x11-toolkits/rubygem-gtk4: update to 4.3.7 (#1174)

Updates the Ruby GTK4 binding to 4.3.7, resets PORTREVISION explicitly
to 0, and adds the source-required GSK4 dependency.

The 4.3.7 gemspec pins Atk, Gdk4, and Gsk4 to the same version.
`BUILD_DEPENDS=${RUN_DEPENDS}` remains for Magus package builds. This PR
depends on the new
[#1173](https://github.com/MidnightBSD/mports/pull/1173) GSK4 binding
(which depends on
[#1172](https://github.com/MidnightBSD/mports/pull/1172)).

Validation: makesum, patch, staged Ruby 3.3 build/fake/package/test,
check-license, source portlint (0 fatals), diff check, and an Xvfb GTK4
GI load smoke.

Update the Ruby GTK4 binding port to 4.3.7 with its required GSK4
dependency.
