  math/lib2geom: update to 1.4 (#1182)

Updates lib2geom to 1.4 and resets PORTREVISION to 0.\n\nValidation:
makesum, patch, build, fake, package, check-license, and git diff
--check passed. Upstream tests had two deterministic numerical failures
(CircleIntersection at ~1e-15 and CoincidingIntersect expected 2/got 1);
per maintainer direction, NO_TEST=yes is set rather than weakening
assertions.

## Summary by Sourcery

Update the lib2geom port to version 1.4 and align its dependencies,
licensing, build options, and package contents with the new release.

New Features:
- Update lib2geom to version 1.4 with current GitLab source tracking.
- Add optional support for building GPL-licensed code.
- Declare the library’s dual LGPL/MPL licensing and updated Python,
Cython, Ragel, and Cairo dependencies.

Enhancements:
- Refresh the port configuration, build options, and installed file list
for the newer lib2geom release.

Build:
- Reset PORTREVISION and update package metadata for the lib2geom 1.4
build.

Tests:
- Enable the upstream testing configuration while disabling test
execution because of known deterministic numerical failures.
