  sysutils/gnome-settings-daemon: update to 47.2 (#1183)

Updates GNOME Settings Daemon to 47.2, resets PORTREVISION to 0, and
records the upstream GPLv2-or-later plus LGPLv2.1-or-later
licensing.\n\nValidation: makesum, patch, build, fake, package,
check-license, portlint (0 source fatals), and git diff --check passed.
Tests remain enabled: gcm-self-test passes and xsettings skips. The
eight power tests cannot start because upstream unconditionally preloads
Linux-only libumockdev-preload.so.0, for which no MidnightBSD port
exists; the failure is documented and not suppressed.
