  net/libgweather4: update to 4.6.0 (#1246)

Updates libgweather4 from 4.5.0 to 4.6.0.

- Retains PORTREVISION=0.
- Updates the staged library micro-version; SONAME remains
libgweather-4.so.0.

Validation: bmake makesum, patch, build, fake, package, test (existing
NO_TEST), check-license, and git diff --check.

No dependent rebuilds are needed because the SONAME is unchanged.

- Update libgweather4 to the 4.6.0 release while retaining the existing
SONAME and port revision.
