  devel/gtranslator: update to 50.0 (#1252)

Update Gtranslator to 50.0.\n\n- Reset PORTREVISION to 0 for the new
upstream release.\n- Add staged D-Bus service, Dutch help, and ia/kk
locales.\n- Remove stale USE_LDCONFIG and declare installed icon cache
updates.\n\nValidation: bmake makesum, patch, build, fake, package, test
(1/1), check-license, and git diff --check.\n\nNote: build dependency
resolution installed databases/libgda6, an already-declared Gtranslator
library dependency, on the validation host.

Update the Gtranslator port to version 50.0 and align its packaging
metadata with the new upstream release.
