  lang/spidermonkey140: add 140.13.0 (#1261)

Adds the Mozilla 140 ESR JavaScript engine required by GJS
1.86.0.\n\nValidated with `bmake makesum`, patch, configure, build,
fake, package, test, and check-license. `git diff --check` passes. The
retained work tree is the only portlint fatal; source warnings are
existing/general portlint advisories.

Add the SpiderMonkey 140.13.0 ESR JavaScript engine port for
MidnightBSD.

- Add a new SpiderMonkey 140 ESR port at version 140.13.0 for JavaScript
engine consumers such as GJS.
