  devel/py-propcache: add 0.4.1

Accelerated property cache; a fast implementation of cached properties
whose API mirrors functools.cached_property, plus an
under_cached_property variant that stores values in self._cache.

Needed as a run dependency by www/py-yarl 1.17+ and www/py-aiohttp 3.14+.
