  devel/libpeas: update to 2.2.1 (#1316)

Updates Libpeas to 2.2.1.\n\nValidation: bmake makesum, patch, build,
fake, package, test (5/5), check-license, portlint -C, and git diff
--check.\n\nThe GJS test required the merged GJS 1.86 update
(GIRepository 2); after updating the local runtime, all tests pass.
