  security/gcr: sort locale plist entry (#1325)

Follow-up to merged #1322: restore alphabetical ordering for the Lao
locale entry.\n\nValidation: bmake package, test (existing NO_TEST),
check-license, and git diff --check passed. portlint -C has only the
retained generated gcr-4.4.1.mport artifact as a fatal, plus advisory
warnings.
