  accessibility/atkmm26: add 2.36.4 (#1338)

Add atkmm 2.36 alongside the existing 2.28 / atkmm-1.6 API port. This
preserves the legacy GTK2/GTK3 consumer ABI while providing the current
glibmm-2.68-based bindings.

Validated: bmake makesum, patch, build, fake, package, test (upstream
defines no tests), check-license, portlint -C, and git diff --check.

## Summary by Sourcery

Add the atkmm 2.36.4 port to provide current ATK C++ bindings without
replacing the legacy API port.

New Features:
- Add a port for the atkmm 2.36.4 C++ ATK bindings alongside the
existing legacy atkmm package.

Enhancements:
- Provide current glibmm-2.68-based bindings while preserving the
existing atkmm consumer ABI.

Chores:
- Register the new atkmm26 port in the accessibility ports collection.
