  devel/rubygem-opentelemetry-instrumentation-active_job: add build dependencies (#1535)

Fix Magus run 648 port ID 2265049. Make the existing runtime gem
dependencies available during fake-stage QA. Validation: target patch,
build, fake, and package completed with NO_DEPENDS=yes because this host
lacks ruby33-gems package metadata; git diff --check passed and portlint
has no fatal errors. Analyzer assessment: partially supported because it
identified the missing gem but not the build-phase dependency
declaration.

Ensure the OpenTelemetry Active Job port has its required gem dependency
available during build-time validation.

Bug Fixes:
- Make the existing OpenTelemetry Active Job gem dependency available
during the build and fake-stage QA phases.

Build:
- Add the runtime gem dependency to the port's build dependencies.
