  devel/rubygem-opentelemetry-instrumentation-rack: add build dependencies (#1544)

Fix Magus run 648 port ID 2265097. Make the existing runtime gem
dependencies available during fake-stage QA. Validation: target patch,
build, fake, and package completed with NO_DEPENDS=yes because this host
lacks ruby33-gems package metadata; git diff --check passed and portlint
has no fatal errors. Analyzer assessment: partially supported because it
identified the missing gem but not the build-phase dependency
declaration.
