  Log Message:
  -----------
  devel/rubygem-opentelemetry-instrumentation-rake: add build dependencies (#1546)

Fix Magus run 648 port ID 2265101. Make the existing runtime gem
dependencies available during fake-stage QA. Validation: target patch,
build, fake, and package completed with NO_DEPENDS=yes because this host
lacks ruby33-gems package metadata; git diff --check passed and portlint
has no fatal errors. Analyzer assessment: partially supported because it
identified the missing gem but not the build-phase dependency
declaration.

## Summary by Sourcery

Ensure the Rake instrumentation port exposes its runtime gem dependency
during build and QA stages.

Bug Fixes:
- Make the existing OpenTelemetry instrumentation dependency available
during the build and fake-stage QA phases.

Build:
- Declare the runtime gem dependencies as build dependencies for the
Rake instrumentation port.
