  Add Lograge GitLab build dependencies (#1586)

Fix Magus run 648 port ID 2271319. Make the declared Rails and
request_store gems available during fake-stage gemspec QA.

Validation:
- bmake check-license
- clean bmake package NO_DEPENDS=yes with an isolated dependency gem
path
- portlint -C (no fatal errors)
- git diff --check

## Summary by Sourcery

Ensure the Lograge GitLab port exposes its runtime dependencies during
the build stage.

Bug Fixes:
- Make the declared Rails and request_store dependencies available
during fake-stage gemspec QA and build validation.

Build:
- Align build dependencies with the runtime dependencies for the GitLab
Lograge Rails port.
