  Fix Rails GitLab license path (#1591)

Fix Magus run 648 port ID 2271360. Match the case-sensitive MIT-LICENSE
filename in the gem.

Validation:
- bmake check-license
- clean bmake package NO_DEPENDS=yes with an isolated dependency gem
path
- portlint -C (no fatal errors)
- git diff --check
