  ai/py-litellm: update to 1.102.1, convert to cargo + maturin

>From 1.92.0 upstream switched the build backend from uv_build to
maturin and ships a pyo3 Rust extension (litellm.rust_bridge._native),
so the package is no longer pure Python.

- USES=cargo with CARGO_CARGOTOML/CARGO_CARGOLOCK pointing at the
  litellm-rust workspace; maturin drives cargo (CARGO_BUILD/INSTALL=no,
  MAKE_ENV=${CARGO_ENV}, BINARY_ALIAS python3), modelled on
  textproc/py-tokenizers. 411 crates in Makefile.crates.
- Set DISTFILES explicitly so the sdist is not dropped when cargo.mk
  appends the crates.
- BUILD_DEPENDS: py-uv-build -> py-maturin; drop NO_ARCH.
- LIB_DEPENDS on devel/oniguruma: the extension links libonig.so.5 via
  the tokenizers crate (same as py-tokenizers).
- Replace files/patch-pyproject.toml: relax the exact maturin==1.15.0
  pin to >=1.13 to match devel/py-maturin 1.13.3.
- RUN_DEPENDS: aiohttp >=3.14.2, add pydantic-settings >=2.14.1 and
  boto3 >=1.43.1, as required by upstream.
