  devel/libdex: add python build dependency for PyGObject override

libdex 1.2.0 installs a PyGObject override (Dex.py) by default, and
src/meson.build locates python3 via find_installation('python3'). The
port did not depend on Python, so configure failed in clean build
environments (magus run 648):

  src/meson.build:302:31: ERROR: python3 not found

Add USES=python:build and alias python3 to PYTHON_CMD so meson finds
the default interpreter, and use %%PYTHON_SITELIBDIR%% instead of the
hardcoded python3.12 path in pkg-plist.

Validated: clean bmake package (python3 resolved to work/.bin/python3),
bmake test (no tests defined), portlint (pre-existing warnings only).
