  x11-wm/blackbox: update to 0.77, move to GitHub releases

The SourceForge project is abandoned; development moved to
github.com/bbidulock/blackboxwm.

- Fetch the .tar.lz release asset from GitHub; license file is now COPYING.
- Fix the link failure with our gettext: libbt calls gettext() but
  upstream never adds $(LTLIBINTL) (libintl is in glibc on Linux).
- Add gettext, localbase:ldflags, xext and libiconv/libintl prefixes so
  configure finds the ports libraries.
- Drop patches that are upstream or no longer needed with clang 19;
  keep the libc++ 19 Uchar fix, mem_fun -> mem_fn, and the ARM patch.
- Restore #!/bin/sh on bsetbg (no bashisms) instead of adding bash.
- Fix TOOLS_ONLY: doc/ now has subdirs, and locale/localized man
  pages must be filtered from the plist.
- Regenerate pkg-plist (locales, new styles, localized man pages).
