  Add a Claude Code skill for security advisories

.claude/skills/security-advisory documents the end-to-end process for a
security fix: triaging a FreeBSD SA against this tree, porting the fix to
master and both stable branches with a per-file compile check against the
existing kernel object tree, the commit trailer and UPDATING entry formats,
push verification, and publishing the MNBSD-YYYY-N advisory on GitHub.

scripts/publish_advisory.py finds the next free MNBSD number, refuses to
duplicate a CVE, and handles the GitHub API's requirements (ecosystem
"other", CVSS vector instead of severity, draft then publish).
