  lang/ghc: update to 9.12.4

Sync with FreeBSD's lang/ghc (9.8.4 -> 9.10.3 -> 9.12.4), keeping the
MidnightBSD-specific changes: FREEBSD_LOCAL boot site, maintainer and
license, BROKEN on 3.2, the x86_64-portbld-freebsd target triple and
explicit triples/clean env for the bootstrap bindist install.

MidnightBSD-specific fixes:
- Configure the Hadrian bindist with --prefix=${TRUE_PREFIX}; using the
  staged ${PREFIX} doubled the fake path (the 9.8.4 fake failure on the
  4.0 cluster run) and would have baked it into the ghc wrappers.
- Map midnightbsd* to freebsd in m4/ghc_convert_os.m4. The RTS configure
  run by Hadrian gets --build from config.guess and failed with
  "Unknown OS midnightbsd4.0.6".
- Keep USE_LOCALE=en_US.UTF-8: FreeBSD dropped it after moving its tree
  to C.UTF-8, but Hadrian fails reading the UTF-8 sphinx log under C.
- Drop powerpc-only bits and the FreeBSD 15 compat14x dependency.
- Remove files obsolete since the make->Hadrian switch.
