  devel/hs-cabal-install: update to 3.16.1.0 (#1663)

Updates devel/hs-cabal-install 3.4.0.0 → 3.16.1.0.

**Depends on #1662 (lang/ghc 9.12.4) — merge that first.** The bootstrap
plan pins GHC 9.12.4's builtin library versions.

- Follows FreeBSD's devel/hs-cabal-install 3.16.1.0: `USE_CABAL` set,
`bootstrap/linux-9.12.2.json` plan with FreeBSD's patch updating the
builtin versions to GHC 9.12.4 (rts 1.0.3, base 4.21.2.0, directory
1.3.10.1, process 1.6.26.1, unix 2.8.8.0, …), and their benchmark path
patch
- Keeps `CABAL_BOOTSTRAP=yes` (our `Mk/extensions/cabal.mk` has no
`SKIP_CABAL_EXTRACT`) and explicit `BUILD_DEPENDS=ghc:lang/ghc`
- `WWW=` added to the Makefile; `pkg-descr` no longer carries a WWW line
- Not ported from FreeBSD: their `do-test` target (needs network; tests
were not part of our port)

### Verification (amd64, MidnightBSD 4.0.6, with ghc-9.12.4 from #1662
installed)
- distinfo identical to FreeBSD's (52 entries)
- `bmake build fake package` → `hs-cabal-install-3.16.1.0.mport`
- Staged `cabal --version` → 3.16.1.0; `cabal build --offline` + `cabal
run` of a small base/containers/text project with GHC 9.12.4 succeeds
- portlint: 0 fatal
