  Mk/extensions/cabal.mk: sync with FreeBSD Mk/Uses/cabal.mk

Our cabal.mk predates several FreeBSD changes the current Haskell ports
rely on: CABAL_EXECUTABLES (replaces EXECUTABLES), CABAL_WRAPPER_SCRIPTS,
SKIP_CABAL_EXTRACT (replaces CABAL_BOOTSTRAP), HACKAGE_DISTNAME,
CABAL_REVISION, Makefile.cabal includes, cabal.project.local handling and
the non-"new-" cabal commands run with WRK_ENV and XDG paths.

mports adaptations:
- hook cabal-post-install-script with _USES_install (there is no stage
  phase; the old _USES_stage hook never ran)
- PREFIX is already staged in do-install, so use it directly, and write
  runtime paths (TRUE_PREFIX, unstaged DATADIR) into wrapper scripts
- default USE_LOCALE to en_US.UTF-8: mports builds under the C locale,
  FreeBSD under C.UTF-8, and GHC needs UTF-8
