  textproc/hs-pandoc: update to 3.12

Update 3.1.1 -> 3.12 following FreeBSD's port: build from pandoc-cli
(HACKAGE_DISTNAME), USE_CABAL moved to Makefile.cabal, lua and repl
flags, crypton build fix, and pandoc-lua/pandoc-server man pages.
Requires the synced Mk/extensions/cabal.mk and GHC 9.12.4.

Man pages now go to share/man/man1; the old post-install used the
empty MAN1PREFIX and installed them under /man/man1.
