  textproc/hs-pandoc: update to 3.12 (#1667)

Updates textproc/hs-pandoc 3.1.1 → 3.12, following FreeBSD's port.

**Requires #1665** (synced cabal.mk: `HACKAGE_DISTNAME`,
`Makefile.cabal`, `CABAL_WRAPPER_SCRIPTS`). GHC 9.12.4 from #1662.

- Built from `pandoc-cli` (`HACKAGE_DISTNAME`); `USE_CABAL` moved to
`Makefile.cabal`; `CABAL_FLAGS= lua repl`; FreeBSD's crypton
`sys/types.h` fix; pandoc-lua/pandoc-server man pages
- Kept: `CPE_VENDOR=pandoc`, `gpl2` license id, the aarch64
`--disable-optimization` knob; `FAKE_DESTDIR` for the EMBED_DATA-off
data copy
- Man pages now install to `share/man/man1`: the old post-install used
`MAN1PREFIX`, which is empty in mports, so they went to `/man/man1`
- distinfo matches FreeBSD (298 distfiles)
- amd64/4.0.6: build/fake/package OK, no plist differences. Wrapper sets
`pandoc_datadir=/usr/local/share/pandoc` and execs
`/usr/local/libexec/cabal/pandoc`. Staged binary converts Markdown→HTML
(incl. tables) and standalone LaTeX (templates from data dir); `pandoc
lua` works (Lua 5.4)
- Not tested: EMBED_DATA option, aarch64
- portlint: 0 fatal
