  devel/hs-haddock: remove the port

Haddock 2.24.0 only builds with GHC 8.10 and has been BROKEN since
2021. lang/ghc ships Haddock itself (9.12.4 installs bin/haddock,
Haddock 2.32.0), so a separate port would only conflict with it.
Nothing depends on this port. FreeBSD removed it in 2022 for the same
reason.
