  devel/hs-hadolint: new port, hadolint 2.14.0

hadolint is a Dockerfile linter that parses a Dockerfile into an AST,
checks it against best-practice rules and lints the shell code in RUN
instructions with ShellCheck.

Ported from FreeBSD ports. MidnightBSD deviations for GHC 9.12.4:
- Dropped GHC boot packages from USE_CABAL (Cabal, Cabal-syntax,
  directory, file-io, process, time, unix); building them locally gives
  them the same unit id as GHC's copies and breaks Template Haskell.
- Relaxed upper bounds so the solver accepts GHC's boot packages:
  hadolint (Cabal <3.15, time <1.15), language-docker (time <1.15) and
  spdx (Cabal-syntax ^>=3.14.2.0). Everything compiles unchanged and
  the SPDX label rule (DL3054) works as expected.
